01Your problem: a repair needs a permit, and you are not sure whose
Plumbing emergencies often turn into projects. A leaking water heater becomes a replacement, a failed line becomes a repipe, and a sewer backup becomes a new lateral. At that point a permit usually enters the picture, and in the Gainesville area the first question is which office issues it. The answer depends on where the property sits, not the city name in its mailing address. Hall County has several cities with their own inspection departments, and one of them, Oakwood, has a special arrangement for plumbing.
Hall County's page on city inspection departments explains that cities within the county have their own jurisdiction and inspection departments, with the exception of City of Oakwood plumbing permits. It says the City of Oakwood has a contract with the water and sewer department of Gainesville, and that permitting and inspections are handled by the Gainesville inspection office. The table below summarizes the offices for the places this site covers.
| Property location | Permit office | Phone listed | Source |
|---|---|---|---|
| City of Gainesville | City of Gainesville Building Inspections, 311 Henry Ward Way (Accela portal) | 770-531-6570 | City of Gainesville / Hall County |
| Unincorporated Hall County | Hall County Building Inspections, 2875 Browns Bridge Rd, 3rd floor (Accela portal) | 770-531-6809 | Hall County |
| City of Oakwood (plumbing) | Gainesville inspection office, under Oakwood's water and sewer contract | 770-534-2365 (Oakwood) | Hall County city inspections page |
| City of Flowery Branch | Flowery Branch inspection department | 770-967-6371 | Hall County city inspections page |
02Inside City of Gainesville limits
The City of Gainesville's building permit page lists the projects that require permits. Plumbing-related items include water heater replacement, backflow prevention device installation or replacement, and plumbing upgrades, alterations or replacements as part of new construction or remodels. It notes that remodels generally require building, electrical, HVAC and plumbing permits, and that the list may not show every item requiring a permit, so owners should check with the Building Inspections Department before beginning repair or remodeling.
All city permits are submitted through the Accela Citizen Access Portal. The permit process page explains that the fee is invoiced after approval and paid online, that impact fees apply to new construction, and that the city recommends calling 770-531-6570 to verify exact fees. Most permits can be issued without delay, though review can take up to three days. The city has also posted a notice of code changes effective January 1, 2026, adopting the 2024 ICC code editions.
03Unincorporated Hall County
Outside the cities, Hall County Building Inspections issues trade permits. Its trade permit packet says the plumbing trade permit is used for stand-alone and subcontracted trades, and that submittals can be made through the county's Accela portal or in person at 2875 Browns Bridge Road, 3rd floor. Applications must include a valid copy of the tradesman's state license and business license, and in-person applications need the fee page for the trade. Once approved, fees can be paid online or in person, and inspections are scheduled through the portal.
The packet's application form asks which water company serves the property, listing Community Water, Gainesville Department of Water Resources, well, or other, which is a reminder that not every county property is on city water. The county's published fees are on the Hall County plumbing permit fee page.

Free Quote Request04Doing the work yourself: the homeowner affidavit
Some homeowners do their own plumbing. Hall County's packet includes a Homeowner Permit Affidavit and says that if work is being done by the homeowner, the affidavit and a photo ID are required. The disclaimer on that form says the homeowner must reside in the completed structure and currently own the property, must follow the applicable codes and the inspection schedule, and must not sell, rent or lease the home within the next two years after completion, citing O.C.G.A. Section 43-41-17. The City of Oakwood's permits page also lists a Homeowner Affidavit among its forms.
If you would rather hire someone, the license check guide explains Georgia's plumber license classes. The Secretary of State's plumbers FAQ notes that only licensed Master Plumbers may have a business.
05Starting work before the permit
In an emergency, it is tempting to fix first and ask later. The City of Gainesville's Unified Land Development Code, Chapter 16-9, says that any person who commences work on a plumbing system before obtaining the necessary permits is subject to an additional fee set by the Building Official, in addition to the required permit fees. It also says a permit is not valid until the fees prescribed by law have been paid.
Stopping the water, making a space safe and making a temporary fix to stop damage are different from replacing a water heater or repiping a house. If you are not sure where the line falls for your repair, call the office in the table above before the permanent work starts. The emergency checklist covers what to do right away.
06Oakwood and Flowery Branch in brief
Oakwood's permits page says all permit and review requests go through the Accela portal and are routed to departments including Gainesville Water and the building official, that licensed professionals must be registered in the portal with a business license, state card and photo ID, and that inspection requests must be made by 3 pm daily. Our Oakwood page covers its water and sewer billing.
Flowery Branch handles its own permitting through its inspection department, listed by Hall County at 770-967-6371, and runs its own water and sewer utility. The Flowery Branch page covers its rates and leak adjustment rules. In all of these places, a Free Quote Request on this site goes to independent plumbers who serve the area.
