HALL COUNTY, GEORGIA ยท PLUMBING PERMIT FEE TABLE

Hall County Plumbing Permit Fees for Gainesville, GA Area Homes

Published permit fees for water heaters, fixtures, sewer and septic connections, backflow devices and gas piping in unincorporated Hall County around Gainesville, GA.

01Your problem: you want to know what the county charges before the plumber arrives

When a repair needs a permit, homeowners often ask what the permit itself costs, separate from the plumber's price. In unincorporated Hall County, that question has a published answer. The Hall County Board of Commissioners publishes a Building Inspections fee schedule, and the Building Inspections Division's trade permit application packet, revised January 28, 2025, includes residential plumbing fee pages that list the same items. This page reproduces those figures so you can see what the county charges.

These are county fees for properties outside city limits. Inside the City of Gainesville, the city invoices its own permit fee after approval and recommends calling 770-531-6570 to confirm it. Oakwood plumbing permits are handled by the Gainesville inspection office, and Flowery Branch has its own inspection department. If you are not sure which applies, start with the permit jurisdiction guide.

02The residential plumbing fee table

The table lists every residential plumbing item on the county's fee pages. The structure is simple: a minimum fee for issuing the permit, a per-fixture fee for most fixtures, a higher flat fee for sewer, septic and backflow items, and per-outlet fees for gas piping. The fee schedule labels its figures as the FY 2023 rate; the 2025 trade packet shows the same amounts. How the minimum fee and the per-item fees combine on a given permit is a question for Building Inspections at 770-531-6809, option 1.

Notice what the table does not contain. There is no separate line for a water line repair or a repipe, and no fee based on the value of the work for plumbing; the published plumbing items are counted by fixture, connection and outlet. If your project includes something the table does not name, such as relocating a meter or adding a new building, the answer will come from Building Inspections, and for the meter itself from the water provider. Projects that add square footage or a new structure also fall under the county's building permit fees, which are on the same fee schedule but outside the scope of this plumbing page.

Because the county publishes these figures, a plumber's quote should not need to guess at them. It is reasonable to ask whether the permit is included in the price you are given and who is responsible for scheduling inspections.

03Gas water heaters also have a mechanical fee

A gas water heater appears in two places. The plumbing pages list a $4.00 fee for a water heater as a fixture. The mechanical pages list a separate gas hot water heater fee by BTU input: $35.00 up to 50,000 BTU, $40.00 from 50,001 to 100,000, $45.00 from 100,001 to 200,000, and $50.00 above 200,000. The mechanical pages also list gas piping inspection and gas conversion items at $30.00 each. The water heater guide puts these together for a typical replacement.

If the heater is electric, the mechanical gas items do not apply, though the electrical fee pages may. The county publishes those on the same packet; this page covers plumbing only.

04Re-inspection and renewal fees

Two fees in the table are worth noticing because they are avoidable. A re-inspection fee of $35.00 applies when an inspection has to be repeated, and a renewal fee of $50.00 applies to renewing a permit. Both are more likely when work is not ready at the scheduled inspection or a project drags on. Ask the plumber how they handle inspections and who pays if a re-inspection is needed.

The trade packet says inspections are scheduled through the county's online portal, and for subcontracted trades, the master permit number is used to schedule. The county's city inspections page lists inspector office hours of 8 to 9 a.m. and 3 to 5 p.m. on weekdays and permit application hours of 8:30 a.m. to 4:15 p.m.

05What you need to apply

The packet's checklist lists what is required at intake: a completed application, a valid copy of the tradesman's state license and business license, the permit fee pages for each trade, sub-contractor affidavits where a sub-contractor is involved, and a Homeowner Affidavit with photo ID if the homeowner is doing the work. The application asks for the owner, contractor and site details, the permit type, and which power, gas and water companies serve the property.

The homeowner affidavit carries conditions, cited to O.C.G.A. Section 43-41-17, including that the homeowner must live in and currently own the property and must not sell, rent or lease it within two years after completion. If you are hiring a plumber, the license check guide explains how Georgia licenses plumbers.

06Using these figures

These are permit fees, not repair prices. They tell you what Hall County charges for the paperwork and inspections, and they let you check that a quote is not padding a permit cost. They say nothing about what a plumber charges for labor or parts, and this site does not publish plumber prices because no government source does. For the cost of water lost to a leak, use the leak cost calculator, which works from published utility rates.
