Leaks, high bills, water heaters, sewer backups and permit questions in Flowery Branch, GA (30542), on Flowery Branch or City of Gainesville water.

01Your problem: a leak or high bill in Flowery Branch, and two possible water providers

Flowery Branch homeowners have one question to answer before anything else: who supplies your water? The City of Flowery Branch runs its own water and sewer utility, but its utility billing page says some residents will have water through the City of Gainesville instead. The rules for bills, leak adjustments and after-hours help are different for each. If you are not sure which applies, the city says to contact it at 770-967-6371 or by email, and your bill will name the provider.

If your bill comes from the City of Gainesville, the Gainesville pages on this site apply to the water side, starting with the Gainesville high water bill guide. The Gainesville brochure also lists Flowery Branch sewer rates for customers billed through Gainesville. If your bill comes from Flowery Branch, read on: the city's Resolution 24-009 sets its own rates and leak policy.

02Flowery Branch water rates, FY26

Resolution 24-009 sets Flowery Branch's water and sewer rates by fiscal year, effective July 1 of each year shown. For inside-city residential customers, there is a monthly account servicing fee, charged once for customers with both water and sewer, and a base charge by meter size. Single-family residential water is billed on three tiers. The table shows the FY26 column from the resolution for a 3/4-inch meter; later years step up as listed in the resolution.

The tiers are tighter than Gainesville's: Tier 3 begins above 4,500 gallons a month. That means a leak can reach the highest tier quickly in a household of average use. If you want to see how a leak affects a Gainesville bill instead, the Gainesville leak cost calculator uses that city's rates; it does not apply to Flowery Branch water accounts.

03The one-time leak adjustment

Flowery Branch publishes a leak adjustment policy in Section 4 of the resolution. After repairing a leak, a customer may receive an adjustment to the bill or bills, up to two consecutive months, that covered the time of the leak. The leak amount is calculated by subtracting the average monthly usage of the last three months, or less if three months of data are not available, from the affected bills. The customer remains responsible for the regular bill reduced by the leak amount.

There are conditions. The adjustment is available to an account holder only one time, only single-family residential customers are eligible, and the customer must provide a copy of the plumber's bill or receipts for the repair. The resolution also describes a separate sewer credit for water that leaked before entering the sewer line, which can be issued once a year for a maximum of three consecutive months and is available to all customer classes. Keep every receipt from the repair.

04After-hours: no water at the house

The city's after-hours emergency contact page starts with a practical check: if you arrive home to find your water off, first make sure the account is current. It says accounts not paid by the first day of the month will be disconnected and not reconnected until the next business day after payment in full, and Resolution 24-009 adds a $30.00 disconnection service charge. If the account is current and you still have no water, the page lists the city's after-hours public works contacts to call, in order.

The page also says billing questions should go to the office at 770-967-6371 during business hours, 8:00 AM to 4:30 PM, Monday through Friday, and that after-hours contacts cannot discuss accounts or accept payments. For a leak inside the house, the after-hours line is not the call; close your private shutoff and contact a plumber. The first-hour checklist covers the steps.

05Starting or transferring service

The utility billing page says applications for water or sewer service must be made in person at Flowery Branch City Hall, 5410 Pine Street, open Monday through Friday from 8:00 A.M. to 4:30 P.M., and that requests to transfer or connect after 3:00 PM are completed the next business day. It asks applicants to contact the city before applying, to be sure they are applying for the right services.

New connections in Flowery Branch carry the city's own tap and meter set fees, listed in Section 6 of the resolution, rather than the Gainesville fees on our Gainesville tap fee page. Ask the city for the figure that applies to your meter and lot.

06Permits and plumbers in Flowery Branch

Hall County's page on city inspection departments lists Flowery Branch among the cities that handle their own permitting, with the inspection department reachable at 770-967-6371. Hall County's fee schedule does not apply inside the city. Before replacing a water heater or making other plumbing alterations, ask the city whether a permit is needed and how to apply.
